Clubs cannot sign players under 18 from abroad, so the FA has the Elite Significant Contribution (ESC) instead. This is for players who do not meet the GBE thresholds. Samuel Martínez would fit in that category.
Under the ESC, Premier League and Championship clubs are allotted up to four ESC player slots per season. The likelihood is that Martínez would fall into that, unless there is a different plan in place at Liverpool for him.

Richard Hughes messed up last summer’s transfer window, spending a record £452m, yet only
Ekitike, was an undoubted success. And this poor recruitment was the MAIN reason we had such a poor season, most notably, not replacing Luis Díaz, the best left-winger/striker in the league.Hughes now needs to WIN the transfer window, like how Liverpool did in the past, with Edwards signing the game-changers Mané, Salah, Van Dijk, Alisson and Robbo, and Schmadtke signing four top midfielders in just 2 months who won us the league, including the sensational Szoboszlai.
We have to be much more clever in the transfer market this time. Sure, the best players cost big money, and we have to go for them to get back to the top, but we must NEVER pay way above market price again, as with Isak.
But just as importantly, we have to be astute, and go for underrated, cheaper/free players,
like before, with Robbo, Milner, Matip and even Wijnaldum and Firmino.If City could get Cherki for only £34m and Brentford got Thiago for only £30m, then it definitely can be done. Come on Hughes, surprise us with some similar gems.

Transfer Targets
The two MAIN areas that Liverpool needs to strengthen for next season, above all else, are a midfield revamp and two top wingers.
Midfield has been our weakest area this season, bypassed too easily, too slow and no control of the game.
First priority is a tough defensive midfielder, my first choice is Mamdou Sangaré, in Ligue 1 Team of The Year, ranked 4th in whole of Ligue 1 and No. 1 in interceptions, has pace, goals and is rarely injured. Lamine Camara is another rumoured target.
Also, a playmaker who is an excellent passer, who can control the tempo of the game, and unlock difficult defences, such as Adam Wharton, with 7 assists this season.
Regarding Wingers, it’s a no-brainer, we simply we have to get pace and aggression back into our attack, and sign TWO top wingers who can score, assist and press, to have a DOUBLE threat going forward, like we did with Mané, Salah and Díaz, and the following should suffice:.
1. Yan Diomande, on the right, he’s only 19, yet in Bundesliga Team of the Season, and ranked 3rd in whole of Bundesliga
2. Bradley Barcola, on the left. A tough, robust winger who played 64 games last season.
Both above wingers have scored 13 goals each this season, and are rarely injured. Other names linked are Bazoumana Toure, and Antonio Nusa, though he’s a bit injury-prone.
If we get the above players or similar-quality alternatives, this should make a BIG difference to Liverpool going forward.
And maybe Hughes is targeting different players apart from the rumoured ones I’ve listed, with deals being agreed, or announced, even before the transfer window opens.
Let the first big signing commence.

And another thing, Slot has got to decide on where to play Frimpong. I’d just play him at right-back only.
Before we signed Frimpong last year, I raised concerns as to whether he is a right-back or a wing-back, like he was at Leverkusen.
Playing a midfielder at right-back next season will NOT continue.

Worrying to hear slot say we only need at least one winger. We need two at least
One who can play across front 3 as im writing isak off now as being able to play 35+ games and eitike is gone for a longtime. Gakpo cannot be used as centre forward. Hes not good enough for left wing either and was our worst outfield player this season
Choices have to be made around frimpong. Hes not a right winger.

Sean, that should signify of us travelling even more in the opposite direction and being scaled back. Sign of the times.
It’s the screw up between 3 certain individuals for our transfers and the fees regardless of net spend.
The team will easily will be involved beyond 38 games and given our horrid history of injuries, we need top individuals in the first 11 and supplementary back up players if we are to aspire to try and win trophies.
The Concept is wrong on all levels and we are talking to a brick wall day by day until something drastically changes.
