Ferguson has to be the best English league manager of all time, surely. Its tough to go beyond that but also, you’ve got to consider more than the sum of their titles. Some achievements are just more impressive than others.
Ferguson’s last PL title was walked with an average team. Wengers invincible season. Peps 101 points tally. These are the most impressive to me, off the top of my head.
I don’t think we can call Pep the best of all time until we see him take a non-giant to a title but he’s definitely in the conversation.
His 101 Man City team was the best ever English team though.
When Ferguson was winning titles he had very little competition compared to today, City, Chelsea wre not super power clubs and Liverpool was in free fall for many years after the 80s, Arsenal were his only competition initially and after Wenger ruined them Chelsea. If Ferguson were in charge today he probably would do much better than Solskjaer but Pep and whoever the manager is at Chelsea would be winning just as much probably more. Through in also the occasional upstarts. Yes he was in a much more comfortable environment than we have now.

And using your suggestion about competition being a relevant element, them you have to say Dilly-Dongs title with the Foxy Ladies has to be the best ever Prem Team as they managed to beat ALL the so-called TOP 6!
