Demoting them can be tricky as the league they would be expected to join has to agree to it also.
The people that carried out these shams should be the ones that are punished, not the fans. Granted, if you visit bluemoon you’ll never encounter such a vile group as those City fans and they deserve everything they get. We’re talking promoting tragedy chanting to counter our cheat chanting in the next game. But not all City fans are like that.
Make those that are guilty unable to ever set foot in the footballing world again. Return City to their rightful place of midtable Premier League by docking them 40 points every season for 9 seasons, or maybe reducing that number over time. Not enough to relegate them, but enough for players and sponsors to jump ship. If they want to return to the pinnacle of football they have to do it the hard way like everyone else.
Compensate the other clubs and the Premier League. This could be towards a billion.
